When installing battery for Arlo Go, light turns blue but is not followed by the usual chime?

When installing the battery the light turns blue but is not followed by the usual chime, it has a way wah wah sound and will not turn on.

I'm not familiar with those symptoms but have you tried reinserting the SIM card?
