How does ARLO GO with Solar Panel work?

AT&T ARLO GO (4g LTE) Firmware 2.5.2_21629 6/4/18. Netgear solar panel VMA4600.
Continue to get solar panel charging error.
How does this system work?
I measured A.C. adapter output to be 5v. Are there commands or should D+ and D- on usb conector be shorted to produce the 9v output?
Same with solar panel: panel outputs 5.3v open circuit.
What is required for A.C adapter and panel to output 9v?
Does the firmware short D+ and D- to produce the 9v?
