I generally delete video once I've looked at it. But the police are looking for video footage to help solving a crime. I deleted the footage while away. Is there any way to recover a file? I'm looking for a specific date.

This is a prime reason I recommend NEVER deleting videos - there's no real reason to.
As @DannyBearAgain suggests, downloading proactively can be the solution but it's easier if you just don't delete in the first place. As an aside, the use of a SmartHub with local recordings enabled gives you your own record of recordings that never gets deleted unless you do so, either manually or by using the overwrite setting as the drive fills.

Usually when you delete recordings they are unrecoverable. Arlo doesn’t support any recycle bin features.
You should always download and save wanted recordings before the cloud storage rolls over.
If you have a Base station you may be able to access previous recordings from the backup storage device.
