Often hotel wifi will require you to accept terms (and/or enter some credentials) on a web page before connecting to the internet.

That setup won't work with Arlo (or other IoT devices).

You can use your phone as a hotspot so you can connect the camera to that WiFi.

Sure, if you are in the room.  Likely you'd be more interested in monitoring the room when you are away.

Many folks have multiple devices, one of which could be "sacrificed" to be left in the room for this purpose.
