New VMC2030 camera recognizes QR but network search can't find the cam

Brand new Essentials Spotlight, trying to add it to an existing wifi network with two other of same model (but earlier release). No problem connecting the older cams but new one is not found during wifi search.
Steps:
1. Phone is connected to same network. Network has both 5GHz and 2.4GHz, and the two older cams connect with no problems.
2. Open Arlo Security app on phone. Go to Devices. Click Plus button to start new installation.
3. Select appropriate device on phone (Cameras > Essential Series > Essential Cameras - bottom button > Essential Spotlight/Essential XL Spotlight; click Continue to proceed.
4. Click Confirm to acknowledge need for 2.4 GHz connectivity.
5. Enter wifi SSID and password, click Continue.
6. Push reset button until it flashes blue, click Continue.
7. Display QR code to camera. Camera does chime at this point. Click Continue to initiate network search.
8. Camera flashes blue for a while, then stops. After several minutes, Secure app indicates no new devices found.
9. Repeat above process multiple times in multiple locations of the house:
- 9a. Camera and phone next to wifi router;
- 9b. Camera next to router, phone 8' away;
- 9c. Phone next to router, camera 8' away;
- 9d. Repeat 9b with phone in next room;
- 9e. Repeat 9c with camera in next room;
- 9f. Camera and phone in next room.
None of these have any effect: camera still not found during network scan.

Check your router's attached device list after this step. Let us know if the camera shows up there.
Also, have you tried on-boarding from a PC (my.arlo.com)? That sometimes works with the mobile app fails.
