My phone is saying unable to claim device why? It's lets me scan the barcode

My phone is saying unclaimed device, but it chimes in when I scan the barcode. It asked me for the name a short one or descriptive one then it says unable to find this device. But ask me to give it a name, why is it letting me get to naming section but then saying it can't claim it.

After naming your camera, it should start a firmware update. Do you see this? Does the firmware update finish before you see an error?
