My arlo essential camera model # VMC2030 will not maintain incidents in the library.

This camera is an addon to my original 2 camera system.  The original 2 cameras still maintain the incidents in the library.  This one will not.  It worked originally but now does not.  I'm wondering if it worked originally because I had a 3 month free trial of Arlon smart but never extended it.  I have removed this camera from the system and then added back in trying to correct.  It still does not capture any incident in the library.

Correct.  Your older cameras came with 7-day cloud storage.  But all the newer cameras (starting with the Ultra in 2018) require a subscription to get any cloud storage.  That includes the Essential Spotlight camera.
