Do you have a base station or smarthub? Normally a flashing blue light is related to syncing with the base.

Hi Stephen, my camera is linked to the base station. I have never seen the camera flashing blue light when the camera is off. I hope this is normal. Thank you.

I'm not sure if you mean turned off in the camera settings or disarmed.
Either way, I think it is normal. The camera isn't really off - it is still connected to the base wifi, and obviously can still accept commands (either to re-arm or turn on).
