Camera triggers alerts, but will not record locally to VM4000 base hub.

You can't see local recordings with the VMB4000 on either the app or my.arlo.com. You have to eject the storage, connect it to a PC and search for the footage. So try that, in order to see if the recordings are there.
If you want to see local recordings in the app, then you'd need to upgrade the hub to a VMB4540 or a VMB5000 and enable direct access to local storage. Note there are several caveats (one being that the recordings aren't available in the browser interface).
The other option of course is to get a subscription for the camera, and use cloud storage.
