Charging always up to 60%

My Arlo Essential Spotlight camera always charge up to 60% only. Why is that?

And how can I change the time zone in the app ?

If you see "feed" and "dashboard" in the app menu, then the time zone is set in the location settings.  Press the profile icon in the upper left, and then select "Home" (the default location).

 

You can only change the timezone if the address hasn't been entered for the location.  If the address has been entered, the cloud sets the timezone automatically.
