Got a message that one of my cameras needed a factory reset (it had dropped off my set of devices I noticed too?) 

anyway, followed rest steps, orange light blinks 13 times.

now it will not scan QR code to allow me to add back to my devices.

Please contact support. Within the app on your mobile device click on the silhouette on the top left ~ support center ~ the device that you are needing assistance with then choose the behavior you are seeing.
