I have two Arlo Wire-Free VMC3030 -

One of the Arlo video monitor's playback displays in color, while the other video monitor mostly displays in Black and White.

How do you change the settings to view both monitor's in Color instead of Black and White?

That's a function of the camera determining if there's enough light to record in color. If you move the camera to a location with better lighting, it should record in color (swap cameras around is one way to check this).
