Arlo Essential 2032 battery question

Arlo Essential brought for a elderly parents over a year ago, has sat in box until now. Camera's blue light constantly on when plugged in so I am assuming charged, however once unplugged camera will not turn on to allow me to sync to device. Guessing the battery life is no good due to camera not being used for over a year since purchase.
Any advice greatly appreciated.

Try onboarding the camera while it is powered. Then you will get more status on the battery charge from the app.

The only thing I've managed to do was charge the camera and download the app and that's as far as I got as camera won't turn on to complete the app process.
Now when plugging in the camera blue light will flash and then stay on which I assumed meant fully charged. Plugged in or not camera does nothing when I press the sync button for either 1 to 2 seconds or the even the 15 seconds to reset.
I think the battery is stuffed.
