Can the arlo security system detect deployment of a WiFi blocker? If so, will I get a notification?

No to both questions.
I don't think any device can, other than reporting a loss of signal where it's programmed to.
That's why these signal blockers are illegal in the UK though the criminal world doesn't follow the law by default, let alone worrying about the use of signal blockers.
To avoid this kind of issue, you should install a unifi camera or something similar.
