I have had a pair of Arlo Essential Spotlight cameras set up outside my house. Occasionally one will lose charge and I go through the process of recharging. After recharging this past instance, my camera is no longer recognized by the Arlo app, and so I attempted to re-pair it to the app. I can't get past the point where the camera scans the QR code and attempts to connect to the Android app. I have tried this process a half dozen times with no joy. The WiFi is correct, password correct, etc. It just won't connect. It has worked just fine in the past, as it is a few years old and has gone through the recharge process multiple times.
I bought these as a set. The other camera shows Hardware: VMC2030AerH8. The serial number for the dead one is A4730A7JA1B14 (as per QR code stamped on the unit).

Have you tried a hardware reset?
Hold down the sync button until the LED flashes amber (~15 sec). Then try to install again.

That seems to have worked. It took 2 attempts after the rest, but I am back in business!
