Can I record full time (human being activity only) full time but control notifications on a camera by camera basis

You can do a continuous video recording plan then use the AI to distinguish between people, vehicles, and animals but Arlo filters of that isn't ready for primetime.

Not sure if you mean 24x7 continous recordings, or motion-detection.
If you mean motion detection, you can control those notifications on a camera by camera basis. You can also filter based on the AI detection. Some subscriptions levels ("basic") will only record video for the the classifications you select. So with that level, you can choose to only record when people are detected. "Basic" is only offered in some countries - and not in the US. Higher subscription levels behave differently.
But as @RichWood says, that is not perfect and I personally wouldn't rely it on for security. It might be ok for situational awareness. I think a better path is to record all motion. Disable notifications that you don't want (but still record). Then you can filter out classifications you don't want to see in the Feed settings. You can change those filters if you suspect the classification misbehaved. They are sticky, so they will remain in place until you change them (even if you reboot your phone).

Yes, you can record without a subscription but only if you buy a SmartHub, connect all cameras to that new hub, and set up local recordings in the hub 's settings under Storage Settings. Once all that is done you can adjust modes and rules to handle your needs. Use Automations to schedule if necessary.

lots of negative reviews on Amazon about the hub, image quality, remote access, USB type, all cameras have to be registered to the hub and something about IP pass through

As @jguerdat says, you can record locally without a subscription if you have a compatible smarthub for your camera. And you can select notifications on a camera by camera basis.
But you can not record human motion only. AI classification is a subscription feature.
