Not letting me record video locally

Hello,
I have two arlo essential outdoor cameras and a smart hub. I recently added a USB storage drive so that I can locally record when motion is detected. I formatted the drive, so it is ready and I turned on "record locally." The cameras did not start recording locally. So I checked the automated device rules. They look like this:
I cannot turn on "record a video," it tells me to get a plan to do so. I have been searching around and I can't find any other options to set my cameras to start recording locally.

You didn't tell us how the cameras are connected. If they are not connected to the hub, they can't record locally since the video has to pass through the hub to be recorded.

You'll need to remove the camera from your account, and then add it back - selecting the smarthub during the install.
Check the firmware running on the hub and the camera first, it needs to be at least this for the 2nd gen cameras:
