You can of course turn the camera on/off in the video settings. That can't be automated.
You can also disarm the camera on a schedule. How to do that depends on how many other cameras you have in the account. If you only have the one camera, you can schedule "Arm Home" when you want the camera to record, and "Standby" when you want the camera to be disarmed. Post back on the details, and we can give you more targetted advice.
Either way, the camera isn't completely off. It needs to remain connected to your wifi, otherwise you cannot turn it back on again (or arm it). Power use should be the same when "off" as it is when "disarmed".
