Blue light wont flash

I have the Arlo Essentials wifi non wired and it shows offline. I tried to add it again and the blue light will not blink to connect. I held down waiting for light to blink and nothing. Please help.

Is the battery charged? What do you see from the LED when you plug the camera into a charger?
