My date time videos with my Arlo essential outdoor camera 2K are quite clear and crisp.  My night time videos are quite blurry like what you would see with any moving objects when you take a video. Can you ‘adjust’ shutter time (something you could adjust in a digital camera) to make the videos less blurry?

Nope. Are you using the spotlight or the B&W IR-illuminated setting? A link to a sample video could be useful.
