Hello,
I’m looking for a baby monitor and i found the Arlo Baby. I see it need WiFi to works.
It will be fine at home but what if I go somewhere and want to use it (like parent house without WiFi), can the Arlo create an SSID so that the iPhone can directly connect to it ?

No...
The Baby connects directly to your home wifi network.... it will not normally connect directly to a phone.
But what you can do, if you can make a hotspot from your device , you may be able to connect to that OR use a moble hotspot and connect into that and controlled by the phone.
