I have downloaded the new Arlo App and have found it very glitchy. It rarely connects. The screen has the loading circle and the word "connecting" perpetually when I try to look at it.

Have you tried power cycling your Arlo Baby to see if that helps? You can read here on how to power cycle: How do I power cycle my Arlo Baby camera?
