After internet went out, Arlo Baby won't reconnect and now cannot register after factory reset

After our internet went out, the arlo baby wouldn't auto reconnect and wouldn't finish the setup steps either so had to factory reset it. Got it to register and connect but now only the device/login that connected it can see the camera. Any other devices or logins show there is no camera connected.

Delete any users in Settings, Grant Access and then set them up again.
