Is an Arlo base station or Arlo SmartHub required for the Arlo audio doorbell, or can a hub like Apple 4K tv be used as an acting hub?

Yes.  

 

You can connect the Video Doorbell directly to your home Wifi, but the Audio Doorbell needs the base/smarthub.
