Anywhere you have internet access as the base requires an ehternet port...

Some counties do not support the higher plans but the 5 cameras or less is everywhere

... but be warned that the Arlo Ultra comes with a one-year subscription that is tied to the country where you bought the system. Ultra bought in the USA will not "subscribe" in Spain.

No problem with the Pro free service.

There are, of course, legal considerations involved
