What are the consequences of connecting an Arlo wired video doorbell, with a recommended 16-24volts, to an already wired system with a multimeter reading of 10.75 volts.

No idea, but the AVD2001 ("wire free") is compatible with 8-24 volts AC.- It will trickle-charge when connected to the transformer. So that would be a better option.
