I've just recharged my video doorbell for the first time. Have had it since January. It

1. Won't reconnect to the base plate no matter what I try, and

2. Now has a foggy spot right in the middle of the camera

Any suggestions?

Make sure no wires are in the way (if you happen to have them connected or in view) and that the screws are all the way in so the heads aren't sticking out. Insert the bottom of the doorbell fully and then rotate the top into position. A visible check may be needed to verify that the spring-loaded catch at the top of the doorbell itself is present and operates smoothly.

The smudge could be moisture in the doorbell which can be caused by going from cold to warm to cold temps or just atmospheric conditions. It should dry out eventually but you can likely speed it up by putting it in a warm, dry place until it's clear. It's also possible there's something on the exterior of the lens that's causing this so use a dry clean cloth to carefully wipe the lens. You could use a drop of lens cleaning solution on the cloth if needed.
