Can this be done from any country as long as your original account was setup in the USA?

Ok, so Colombia is not listed. So it will just default to the USA since that is where the original account was set up?
Example: System one is setup in Florida with 5 camaras. System two is setup in Colombia with 3 Cameras. Since the original system is in Florida, the new system being added to that account in Florida would show as Florida. Or do they have to be setup in Florida first and added to the existing account and then brought down?

The latter. It depends on where the system is first set up, not where the account was created. Once set up in, say, the US, you can then move the system to another country and it will work as if in the US.
