Solar Panels battery drain

I just bought 3 solar panels for my cameras, I started with full batteries, one is telling "unable to charge battery" and the other 2 are getting low to fast, any suggestions?

Were these Arlo panels, or third-party panels?

 

Can you let us know the model number?  Also, the model number of your cameras?
