Hi there.

we have moved regions a few times. 
My previous account would not work when I moved regions so I set up a new account, 

we have winced moved region again to a new location and I am unable to manage the accounts unless I log in via VPN. 
I wish to cancel the second account. I was able to cancel the first one.  because I am not getting all the features, and I wish to set a new account up. 
however, I am still being billed for the second account even though none of the features work, and I am unable to cancel it!

some help would be appreciated.

I would think that use of the VPN would allow you to manage the subscription as well as to delete the account. Have you tried that?
