Remove and Change Arlo Pro5 to another system

I bought 4 Pro 5s for my daughter. I added them to her app but before she signed up for a subscription she decided she didn’t want them. 
She removed them from the app, I did the 15 second reset but I can’t  (no matter how many times I try) add them to my system. 
We re-added one back to her system and then removed it via Arlo.com but no use!

I get to the QR code point and scan it successfully but the app can’t find the Arlo. 
I've tried 2-5GHz. 
Any suggestions?

Is your phone connected to the same network you are trying to onboard the camera to? Have you tried installing via the web portal as well?

Phone is on the same network. I haven’t tried the on-line portal. I will but……
