I am currently using reolink cameras and have been exploring Arlo cameras. We have some requirements that I cant seem to find answers for so would love some help. The camera I need would have a sim that allows to record and send to the cloud when it is activated. I understand that it will record for as long as I have set the default time which could be minutes. (which is great) However when on the cloud I want to download to my computer in bulk like a date range or monrth does the system allow this?

In the case of Arlo, the only current camera model that supports mobile data is the Go 2.  Other cameras are wifi-only.

There is no bulk-download in the current app (or my.arlo.com).

However, the Go 2 camera allows you to add a microSD card for local storage.  You can't see the microSD recordings from the app (only the ones in the Arlo Cloud).  But you can put the microSD card in a PC periodically and download the recordings from the Windows File Manager.
