Arlo Essential outdoor with spot light will not sync

I have two essential outdoor cameras with spotlight - both worked fine some time ago, now only one will work.  For the one that will not work I have tried resyncing and I can get a chime from the QR code but it just won't complete syncing.  I've also done a factory reset.  I'm paying a plan for multiple cameras but only one will work. Driving me crazy.  Camera is fully charged, wifi is fine.  There's no reason for it.

Why not contact official support using Settings, Support (Center)? Choose your camera model and scroll down to Contacts to start the conversation.

I tried this and it just connects to a useless robot. I’m paying for multiple cameras but can only use one

You should also see a phone support option in the contact section.  It's available between 6 am and 6 pm US pacific time.
