I would like to be able to set up custom modes for all cameras associated with one base station For example, I simply want to increase the length of video recording time when motion is detected from the 10 second default to 30 seconds on all of my cameras in one step. When I try to do this, the program only allows me to create custom modes for one camera at a time. This process is very cumbersome if I want to change something simple effecting all cameras the same way. How do I change something simple that effects all cameras using the same base station the same way in one step?

That's not possible with the current UI. Don't think it'll ever be possible, as it's a pretty special configuration change.
Last year rules could be shared among modes, that is if you wanted to use the same rule (for the same camera) in multiple modes, any change to the rule would reflect in all modes the rule was used in. Then they dumbed down the UI and now all and every rule is unique, i.e. no rule re-use/sharing possible any more.
Shortly after this change I submitted an idea to the Arlo Idea Exchange requesting rule-sharing be implemented again. You are welcome to show your support by incrementing the kudos counter for my idea, and maybe Netgear will "fix" the issue in a future firmware update.
The idea comes somewhat close to what you are asking, as it would still reduce the steps to make changes. You'd still have to make changes once for each camera, but at least not once for each rule.

Maybe I'm reading this differently/wrong but you can set rules for multiple cameras in one mode - you just have to go back and add the other cameras into the mode. Setting up a new mode only allows you to create a rule for one camera but re-editing that mode allows you to set up other cameras.
This doesn't allow you to set all cameras at once if that was the original suggestion.
