Can the Arlo Pro system be setup where if camera A detects motion it is recorded on Camera A & Camera B? If so how?

With multiple rules, yes. One rule would be for Cam A to record on Cam A and another would be for motion on Cam A and record on Cam B. Create a new mode and work your way through it, exploring the pulldowns in each section so you see that you can select one camera for motion detection but another for recording.
