No... Arlo will not work for you.   Arlo needs an ethernet port with internet to function.

Well, no WIFi isn't necessarily the same as no Internet.  As stated, you need something with an Ethernet port on it for the base station. If you have Internet access via cable/DSL/whatever, it's just a matter of having the right equipment.  Even a shared 4G (3G might be sufficient but...) connection would work but you'd need a hotspot with an Ethernet port.  It may take some figuring out but it's possible if you really want to.
