The D4 is meaningfully more expensive than the i4, but I'm not certain if that's because of a better quality overall charge or just all the diagnostic bells and whistles that are lost on me. Any thoughts would be appreciated.

The Tenergy RCR123A appear to be poor quality batteries as I have the very same problem. The manufacturer says this is normal for the first few charges for the cell to not hold a full charge but it seems these cells never hold a full charge. I understand that Nitecore chargers are way more intelligent than the supplied charger with the Tenergy batteries and it would be a fair bet to say that the Nitecore will provide a better quality charge. That being said please repost if you get an answer I will do the same if I get any further information on this issue.
