unable to see synced camera on phone or Computer

Hi All,

I am frustrated as ever. I tried installing my moms two new cameras ARLO /NETGEAR and im not sure why everything seems to work as instructed EXCEPT for I am unable to see the camera on her phone or Computer ?? She has an iphone 4 . & her computer is a a DELL . I could NOT access the cameras on her IPAD either ?? what'sup with this ? I have tried logging into other computers and still NOT able to see cameras . The sync looks successful but when I click on devices NOTHING comes up ?? CAN ANYONE HELP ME PLEASE ? thanks in advance . I ahve followed ALL the steps for hours stuill not success with this ??

What's happening with LEDs on the base and the camera when you go through the sync process. Color and blinking speed-wise
