if I connect the arlo to an access point and my smart phone would be connected to the same network, then can I see the videos?

You could potentially use your phone as a hotspot and make things work but it would require that you know how to do this and have an access point that 1) connects to your hotspot and 2) has an Ethernet port for the base station. Unfortunately, that would mean your phones would always have to be at the location to provide the Internet access or recordings would be lost when the phone wasn't present. A permanent cell hotspot would be preferred in this case. In any case, you'd need a data plan that would support the number of videos recorded and viewed.
