notifications are turned off

... and just like that arlo notifications are not functioning.  and so the blame game begins:  it's the app, it's ios. 

Notifications from motion when armed with geofencing are turned on in the app and in settings.  system records the motion but banners are not showing up in ios.  any ideas?  anyone? Beuler?
