master plan not assigned on the account error after charging Apple Pay twice. I need this updated

I went to pay for my plan and got the following message:

"master plan not assigned on the account"

 

It has charged my Apple Pay twice for 17.99 and I do not have access to my footage whatsoever.

I need a refund and my account updated with my plan I paid for.
