If cameras are set with motion detection off and Smartphone apps is logged out do cameras still draw battery power?

Obviously, the cameras must always draw some power to be able to respond. The only way to not use power is to remove the batteries. If not live viewing or recording current draw is very minimal with the batteries lasting for getting on to a year.

your download is based on you phone's speed/processor and the download speed from your router/service provider...
no other way to increase
