Can Arlo be impaired by wifi blocker?

Arlo and Arlo Pro work on a private 2.4GHz network so I would suggest the answer would be yes. You'd need a wired system if you were worried about this

Thank you. It would have been nice for Arlo to have a local sd card on camera itself for an alternative. Just a suggestion to the Arlo team.

FWIW, the Q and Go cameras have built-in micro SD card slots.

If you pop that suggestion into the Idea Exchange section, the Netgear Arlo team will have a look at it and the logistics of doing so
