Wife can't accept friend invite for cameras

I have set up our cameras. All is working as it should be.
I want to grant all camera permissions for view as well as the ability for her to change the modes, etc.
I have entered her name information, email, selected all cameras and moved the slider to additional permissions. Finally clicked send invite which shows pending.
She receives the invite. She selects create account. It tells her the account already exists. She logs into the account.
There are no shared cameras and no mode options. There is no option to "accept" the request.
Am I forgetting a critical step or is the system malfunctioning? We've tried both on her phone, computer, and different web browsers.
She got a new phone and I've deleted the old phones access rights.
And help is much appreciated.

The process on a PC is to 

  1. click on create account in the email invite.  That will open the browser to my.arlo.com
  2. then log into the existing account from that page (no need to create a new one, since it already exists).
