I want to purchase a camera that can be activated not by movement, but by voice command, so that my elderly mother can call me for help, and I can monitor her condition via an app. What is your recommendation?

Arlo doesn't make a voice-controlled camera. The cameras can trigger on audio, but they will trigger on every sound. And that trigger won't call you, it will just make a recording and send a push notification to your phone.

I don't think Arlo has anything suitable for your use case.
