I have the first generation Arlo cameras and would like to know if I can use the VMA4600-10000S Solar Panel charger with this camera?

Do you mean the cameras that use 4 CR123 batteries?

The battery is a Model No: A-1B
Rechargeable Li-lon Battery.
I would like to change the location of the camera and if I do
this I don't wish to climb that high to change the battery anymore.
Was thinking of putting the solar panel to charge the battery or hook the
camera to direct power source. Please help with any recommendations.
Thanks!

FWIW, it's best to clearly identify the camera model (and you don't actually have the "first generation" camera). You can find that by opening the camera and removing the battery. Then look for a label that starts with VMC.
But I thinking you likely have a Pro (VMC4030) or Pro 2 (VMC4030P) camera. If so, the VMA4600 is the correct solar panel.

If connecting to AC power is feasible, then I'd go with that option over the panel.
I have one solar panel deployed (for an Ultra camera) - while it does reduce the amount of charging needed, it doesn't completely eliminate it. Though your experience could be different (depending on both the camera activity and the amount of sun).
When repositioning, keep in mind that the motion detection range is about 20-25 feet.
