Outside camera detecting motion but no picture.

Cannot get old pic off one camera out of four.  Picture is 253 days old.  When I connect to view, the circle keeps chasing its tail.  Have 1)changed batteries, 2) deleted from system, 3) had camera inactive for 2 weeks and 4) added back on.  Still same picture.  Any suggestions?

yes this issue is on both the mobile app and desktop computer.  Have tried again to get picture off, but it still won't work.
