New setup, base can't be discovered

I have my phone in the same wireless signal I have the base connected to with excellent strength. Everytime I push the Arlo(base station) icon in the new system setup, I get the orange message that I need to be connect to the same wifi as the base for the base to be discovered. I have reset the base twice and reinstalled the app several times. It is the wireless model. Please help I'm about to return this thing.

Can you try from a computer using a browser? You might also want to turn on airplane mode and then enable only WiFi just to see what happens.
