Netgear wirless booster +cell phone hot spot +power source = mobile surveillance?

So If I bougt one of these:

 

Netgear WN1000RP WiFi Booster for Mobile

 

used a USB cable from my cell phone to the booster... and had a USP power pack to power both this item and, the arlo home base, could I not do mobile surveillance from my vehicle?

 

sounds crazy but I think you could somehow do this...

This is simply a WiFi extender that needs to be plugged into an outlet, not USB, so it's not portable.  It needs to be within range of your router in the first place so it can connect. Cell service would generally give you the remote surveillance better than this, even if it could somehow remain in contact with the router over long distances.
