Netgear VMB3000 serial number is already registered

I purchased a Arlo security cameras with the VMB3000 base used. The prior owner says he took them off his account, but the message I get when trying to register them is that the serial number is already registered. How do I set them up with a new account?

My guess is that he may have removed the cameras from his account, but did not remove the base station. If he is willing, have him log into his former account and check out that everything was removed. I recently removed all my cameras from the original base to hook up to the Pro base. I then removed the original base from my account and set it up with a new account. No problems.

I just checked with him. He removed the 2 cameras and the base station. There was nothing left to remove from his account.

Try a manual factory reset by holding the reset button until all LEDs on the base flash amber. Allow the base station to come back online and attempt the claiming process agaain. Do you still experience the same error message?
